trouble renewing apple tv+

I have recently moved to France from Canada. I was able to change my country region to France in the App store and attached a French Credit card to it. My issue is with the apple TV+ app on my mac, when I try to renew my subscription I am told that I have to change my country, but when I click on the button to change country it says that I need to update to latest OS. I'm already on the latest OS. I always keep my mac fully updated.
